Government of India Introduces Diamond Imprest Authorization Scheme to Support Exporters

January 21, 2025, the Department of Commerce, Government of India, unveiled the Diamond Imprest Authorization (DIA) Scheme, a transformative policy to bolster India’s position in the global diamond trade. Scheduled to take effect on April 1, 2025, the initiative seeks to streamline diamond imports, lower operational costs for exporters, and enhance India’s competitiveness in the international market. The scheme is expected to drive growth, create jobs, and support the struggling diamond export sector. 

Key Features of the DIA Scheme: 

• Duty-Free Imports: Exporters can import natural cut and polished diamonds (less than 25 cents) without incurring customs duty. 

• Export Obligation: A minimum 10% value addition to the imported diamonds is mandatory before export.  

• Eligibility: Available to exporters with Two Star Export House status and above, with annual exports exceeding USD 15 million. 

This initiative aligns with global trends, addressing competition from diamond-producing nations like Botswana and Namibia that mandate local processing. The DIA Scheme also prioritizes job creation, particularly for skilled workers such as diamond assessors and polishers, reducing unemployment.  

By simplifying processes and supporting small and medium diamond exporters (MSMEs), the scheme reaffirms India’s leadership in diamond processing, further solidifying its standing in the international market.
